Invitation to submit an Expression of Interest:
An evaluation of the Fred Hollows Foundation’s eye health programming in Burundi (2015 – 2017)
The Fred Hollows Foundation (FHF) is an Australian not-for-profit organisation working for a world in which no person is needlessly blind and Indigenous Australians exercise their right to good health. Taking a health systems strengthening approach, FHF works with partners in 22 countries across Africa, the Middle East, Asia, Australia and the Pacific to prevent and treat eye disease. The organisation is seeking to engage an external consultant to conduct an evaluation of its programming in Burundi over the past two years and make recommendations on the strategic direction of the program going forward.
In 2015 FHF developed a strategy to working in partnership with a private sector eye health provider – Clinique d’Oeil (CdO), in four of the most remote provinces of Cankuzco, Ruyigi, Rutana and Makamba, to deliver eye screenings and cataract services.
With the project period nearing its end FHF is seeking to evaluate its programming in Burundi over the past two years and make recommendations on the strategic direction of the program going forward. It is expected that the evaluation will analyse the overall strategic choices made by FHF to support eye health care in Burundi and its partnership with the private Clinique d’Oeil, and make informed recommendations to guide and strengthen its future approach.
Evaluation team & qualifications
Essential
Demonstrated ability to lead an evaluation and prepare quality evaluation report (preferably in English)
Demonstrated understanding of eye health programming and knowledge of the global eye health agenda - including the Vision2020
Understanding of and ability to work in Burundi context, including ability to speak Swahili, French and English
Experience of evaluation of private and public health sector context; and understanding of eye health service delivery and business models for eye health

Selection of the evaluator will be based on EOIs and interviews with shortlisted candidates. The evaluator must have adequate insurance cover, including travel, professional indemnity and public liability. The selected evaluator must also adhere and be willing to sign FHF’s Code of Conduct for Working with Children.
